江蘇省大數據、區塊鏈產業發展試點示范項目申報時間

（一）請省大數據發展辦各成員單位、各設區市、各園區高度重視本次申報，積極組織發動本區域、本行業相關企業、科研院所和行業協會根據申報指南要求積極申報。

（二）請各設區市工信部門（大數據產業主管部門）認真把關，確保申報材料齊全完整、真實有效，組織企業于2月28日前完成申報，并于3月2日前完成地區審核推薦，以地市為單位按附件格式要求上報推薦項目材料。大數據方向，請將《2021年大數據產業發展試點示范項目申報書》（紙質材料一份）、《2021年大數據產業發展試點示范項目報送信息匯總表》（紙質材料蓋章一份）統一郵寄，電子版發送至指定郵箱；區塊鏈方向，請將通過系統導出生成的《區塊鏈產業發展試點示范項目報送信息匯總表》蓋章報送。

（三）我廳將組織專家，對各地推薦項目進行遴選，評選我省2021年大數據、區塊鏈產業發展試點示范項目，擇優推薦參評工信部2021年大數據產業發展試點示范項目。省級工業和信息產業轉型升級專項資金也將擇優予以支持。各設區市應在政策、資金、資源配套等方面加大對入選項目的支持力度，推動試點示范項目應用推廣。

（一）大數據產業發展試點示范項目圍繞工業大數據應用、行業大數據應用、大數據重點產品、數據管理及服務四個方向。在技術創新方面，引導企業探索突破數據采集、存儲、加工、分析、服務、安全等環節“卡脖子”瓶頸，形成一批具有核心競爭力的大數據產品，培育一批具有行業影響力的骨干企業和特色鮮明的創新型中小企業；在融合應用方面，加快大數據在工業、金融、醫療、應急管理、城市大腦等方面的深度應用，形成一批成熟的行業系統解決方案，鼓勵跨行業、跨領域數據資源開發利用，推動大數據同各產業深度融合；在生態培育方面，引導企業提升數據管理能力，探索數據確權、流通、共享等新業態和新模式，強化產業安全保障能力，推動形成政產學研用多方聯動、協調發展的生態體系。（《2021年大數據產業發展試點示范項目申報指南》

江蘇省區塊鏈產業發展試點示范項目申報條件

（一）總體要求

申報主體應是江蘇省內注冊的獨立法人，管理規范、依法納稅、信譽良好，無偷漏稅等不良記錄。每個申報主體限報1個項目，每個項目限申報1個方向。

（二）區塊鏈技術創新方向

1.申報主體在主要業務領域具有較強的技術實力，有專門研發機構和研發人員。

2. 擁有申報項目自主知識產權，經濟社會效益好，研發投入不少于100萬元，銷售額或服務額不低于100萬元，至少有兩個應用案例（需提供用戶使用證明）。

（三）區塊鏈行業應用方向

1.申報行業應用試點示范項目投資額不低于500萬，且項目已完成或即將完成，在建項目已有一定的成效。

2.申報項目技術先進性強，具有一定的場景及用戶規模數量，應用示范效果明顯，經濟和社會效益顯著。

1.項目申報主體包括從事及應用大數據采集、存儲、加工、分析、服務、安全等相關業務的企業、科研院所等。每個申報主體限申報1個項目，每個項目限申報1個方向。
